Performance Measure Portfolio

Our performance measure portfolio focuses on key areas of HIV care and treatment. It aligns with important stages in the HIV care continuum. The key areas are:

  • Identifying core performance measures that are most critical to the care and treatment of people with HIV
  • Combining performance measures to address people of all ages with HIV
  • Promoting relevant performance measures used in other federal programs
  • Archiving performance measures that aren't consistent with the Department of Health and Human Services guidelines or don't apply to the general population

We encourage Ryan White HIV/AIDS Program (RWHAP) recipients to use these revised performance measures to improve the health of people with HIV. The core performance measures completed the rigorous National Quality Forum infectious disease endorsement process.

RWHAP recipients may track these measures over time and analyze the data for disparities in care. The data may show differences in outcomes by gender, race/ethnicity, age, insurance status, HIV risk, and other factors.

How do you provide services using technology?

Our performance measures often include a medical visit.  A medical visit is an encounter between a patient and a provider with prescribing privileges (such as a physician, nurse practitioner, or physician assistant). A medical visit can occur face-to-face, via telehealth, and in other settings.  

We encourage RWHAP recipients to consider all methods and means (PDF - 172 KB) in providing services.  This includes using technology such as telehealth. The settings for Outpatient/Ambulatory Health Services can include clinics, medical offices, mobile vans, using telehealth technology, and urgent care facilities for HIV-related care.
